As you say, of course. If you worked at this time would be assessed not only by employees of the agency, but also people who have worked to make civilian service.
Something very big is missing in the middle of this picture is here, however.
You start with a branch passing investigated. Then threatening to a person, not allow credit time served directly.
At first glance, none of this is connected to others in the slightest. What you describe is nothing more than extortion, but something is happening here. Only you can judge best.
